Water and Dam
Introduction

Water is a vital component of all life in the world. Safe and clean water supply to local communities
is one of the utmost priorities in managing water quantity and quality. A dam is constructed where
electricity generation, flood control, and/or safe water supply is required. A dam may play a key
role in developing a watershed by supplying domestic and irrigation water, and protection from
devastating flood damages in some areas. However, a dam also may have a negative impact on
local development and the natural environment if the dam draws and imposes legal limits to protect
dam water quality and natural environment around the watershed.

Water and dam must be wisely managed to avoid social conflicts and help develop local
communities and watersheds. Engineering and environmental technologies, public relations and
education, voluntary participation of various stakeholders, and government incentives must be
comprehensively provided and applied. It may not be easy but must be achieved for successful
water and dam management. The water and Dam Program is being prepared to help the
students/trainees understand the basic principles of water and dam management.

The goal of theWater and Dam Program is to
(1) provide practical watershed management techniques for water quantity and quality control,
(2) assist to develop the capacity building of the students and trainees in dealing with watershed
     management, water quantity and quality control, and water-related GO and NGO activities, and
(3) help build problem solving capacities of the students and trainees in dealing with water-
     related conflicts such as water right and water withdrawal.

The education and training of the Program will emphasize the practical techniques and experiments
rather than theories. Topics of the program will be chosen to satisfy the specific interests of the
students/trainees. Basic topics and the syllabus that are currently available in the Water and Dam
Program are summarized in the outline of the Water and Dam program. The topics and syllabus will
be updated and added as the program proceeds to better serve the students/trainees.

More than 30 professors, scientists, consultants, and experts in universities, research institutions,
NGO organizations, and the private sector will join the teaching staff of the Water and Dam Program.
Those teaching staff will be assigned according to the students/trainees's specific interests
depending on their specialties. And therefore, the students/trainees will receive a good education
and training on what they want to learn and experience.
